Bulgarian E-Signature, PIK or Proxy: Filing From Abroad
Most non-resident owners of a Bulgarian EOOD never need a Bulgarian electronic signature of their own. Tax and payroll filings are made by your accountant under a power of attorney, using their signature. What you cannot delegate that cheaply is the Commercial Register: amending your articles, changing a manager, or filing accounts needs a qualified electronic signature (QES, in Bulgarian КЕП) or a lawyer holding an express power of attorney. Knowing which of the three routes you are on decides whether December is calm or expensive.

The three keys, and what each one opens

In practice a working setup for a foreign owner is usually route 3 for the monthly routine plus route 1 or a lawyer for the registry — not one of them alone.
What a Bulgarian QES actually is
A QES is a personal digital certificate held on a smart card, a USB token, or in a secured mobile app. Under Art. 25(2) eIDAS it has the legal effect of a handwritten signature; under Art. 25(3) a QES based on a qualified certificate issued in one EU Member State must be recognised as a QES in all the others.
Bulgarian certificates come from a handful of qualified trust service providers supervised by the Communications Regulation Commission — B-Trust (Borica), Evrotrust, InfoNotary and StampIT. Published price lists put a one- to three-year certificate in the low tens of euros; the certificate is rarely the expensive part. The identifier problem nobody warns you about
This is where non-residents get stuck. Bulgarian portals do not recognise you by your passport — they match you to a Bulgarian identifier:
- ЕГН — the personal number of a Bulgarian citizen;
- ЛНЧ — the personal number of a foreigner, issued when you hold a Bulgarian residence permit;
- an NRA service number — issued by the tax administration to a person who has neither, but does have rights or obligations under Bulgarian tax and social security law. As the owner or manager of a Bulgarian company, you do.
The practical consequence: a certificate that carries only your passport number may be a perfectly valid QES and still be refused by an NRA e-service, because the portal cannot match it to a taxpayer. Before buying a certificate, ask the provider to confirm that it will carry the identifier your intended portal expects. That single question saves more time than any other on this page.
Does the e-signature from my own country work?
Legally, yes — Art. 25(3) eIDAS requires cross-border recognition and your national QES appears in the EU Trusted List. Operationally the answer is “sometimes”, for the reason above: recognition of the signature is not the same as your identity resolving inside a system that expects an ЕГН, ЛНЧ or service number. Test it before you rely on it for a dated filing — in October, not on 29 December.
PIK: free, useful, and often enough
The PIK (персонален идентификационен код) is a free code from the NRA that opens a set of tax e-services without buying a certificate. It is issued at an NRA office against identification — in person, or through someone holding an express notarised power of attorney — including to foreign individuals with no ЕГН or ЛНЧ who have Bulgarian tax obligations.
What it gives you is visibility: your tax and social security account, your liabilities, confirmations. What it does not give you is Commercial Register access. For an owner who wants to check that the accountant’s filings actually landed, it is the cheapest oversight tool there is.
The power of attorney route, done properly
Two different documents get called “power of attorney” here, and they are not interchangeable:
- An NRA authorisation lets your accountant submit declarations on the company’s behalf. This is the routine one, and it covers monthly VAT, social security declarations and payroll.
- A notarised power of attorney with express wording is what a lawyer needs to file with the Commercial Register on your behalf. “Express” is the operative word: a general authorisation is regularly refused. Have the lawyer draft the wording; if you sign abroad, budget for notarisation and, where required, an apostille and a certified translation.
The failure mode is always the same: the owner is abroad, the document has to be notarised, translated and apostilled, and the filing window closes while the courier is in transit.
Why this matters before 31 December 2026
2026 has one hard registry deadline that has nothing to do with tax: by 31 December 2026 a company’s articles must be published in the Commercial Register with the capital expressed in euro. There is no state fee for that filing — but there is no way to make it without a QES or a properly empowered lawyer either. FAQ
Do I need a Bulgarian e-signature to own a Bulgarian company? No. You need one — or a lawyer with an express notarised power of attorney — to file with the Commercial Register. Tax filings can be made by your accountant under an authorisation.
Can I get a Bulgarian QES without coming to Bulgaria? Some providers offer remote identification through an app; others require in-person identification or a representative under a notarised power of attorney. Confirm the procedure with the provider before booking travel.
I have no ЕГН and no residence permit. What identifier do I use? An NRA service number, issued to foreign individuals who have rights or obligations under Bulgarian tax and social security law. Ask for it before ordering the certificate, not after.
Is a PIK enough to file annual accounts? No. Annual accounts are published in the Commercial Register, which is outside the scope of the PIK.
